Replace MessageID with Gitlab issue

We moved to Gitlab for tracking bad-relay reports. Thus, the MessageID field in our helper script is not useful anymore (it was, though, when we used the mailing list for tracking those reports).

We should replace the MessageID field allowing to point to the Gitlab issue in our commit.
