Write bad relay rules directly to approved-routers.conf and/or bad.conf

Our badconf-entry.py script writes the entries for approved-routers.conf and, if necessary, bad.conf directly into those files. We want to have something similar in margot as that makes the work of rejecting relays a lot easier and, most importantly, way less error-prone than copying around lines printed to stdout or something.
