Automatically update geoip dbs?

With #14 (closed), we include geoip dbs in the repo from https://tpo.pages.torproject.net/network-health/metrics/geoip-data/. They're automatically updated every week via CI. Maybe margot should also update them every week via CI, unless we come out with a better workflow.
