Graph results from the torflow to sbws transition

After we get some solid graph methodology that we like from legacy/trac#33076 (moved), we should use those graphs to closely compare the sbws consensus votes to TorFlow consensus votes.

After that, when we try to switch to sbws, we should get before and after graphs of onionperf data, like we decided on for legacy/trac#33076 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
