Come up with a testing plan for datagram-based designs

Sponsor F deliverable 3 is about coming up with a testing plan for datagram-based designs. Steven says that the plan is to actually try to start testing, as that's a good way to get a good testing plan. Steven says he's leading this deliverable.

Based on the results of this task we're going to discuss the details of deliverable 22 (legacy/trac#4684 (moved)) which is due in November 2012.
