Collector-rs responsibility should be strictly limited to downloading and archiving network documents. Prior to archiving, sensitive data MUST be anonymised, sanitised, or removed to ensure that no personally identifiable information (PII) is ever exposed through Tor metrics or statistics. Any functionality related to parsing or validating descriptors should be decoupled from collector and delegated to other components, such as in database statistics or descriptorParser.
