Update ipscan module

Georg Koppen requested to merge gk/exit-scanner:bug_40011 into main

We include the latest relevant changes done in exitmap's checktest module, which ipscan.py is based upon. Additionally, we clean up the file a bit by making it flake8 compatible.

Closes: #40011 (closed).
