Update IPFire database to 0.9.13

https://source.ipfire.org/releases/libloc/ lists a bunch of new releases compared to the current 0.9.9. We should pick up one (although I am not sure why 0.9.13 is supposed to be suddenly 14MiB instead of 100KiB or so). It might help with https://forum.torproject.net/t/tor-relay-search-showing-location-of-some-relays-incorrectly/1331/6.
