Filter out bandwidth lines with `vote=0` in inflation views/functions

We haven't being excluding these lines, but averages and functions for inflation dashboards would probably change if we do. We should check how they would change and whether we should filter these lines for any function/dashboard. See also how this affect to #24 (closed) and #23 (closed)
