Use dirauth_nickname instead of scanner_country in bandwidth views

Even though not all bandwidth authorities have a nickname available yet we should switch our bandwidth views over to using that instead of the scanner country already. The two authorities relevant for current bw inflation work have already switched over and that's sufficient.
