Add counts for nickname prefix and contact string to network monitoring scripts

@gk showed me how https://nusenu.github.io/OrNetRadar/ keeps track of how many tor relays or bridges share the same nickname prefix or contact info.

It can be useful to start tracking these two features in Prometheus and eventually add an alert to send an email when we see a large number of relays with the same information.
