Add new fields to bandwidth tables and server status table

On monday we plan to add the following fields to the server status table: descriptorParser!28 (diffs)

Likewise the following fields are going to be added to the bandwidth_record and bandwidth bandwidth_entry table: descriptorParser!27 (diffs)

The API code should be updated to reflect the change.
