Omit `dir_address` if it is empty

I think it's worth following the Onionoo spec here for dir_addresses, which says:

IPv4 address and TCP port where the relay accepts directory connections. Omitted if the relay does not accept directory connections. 

That will likely save us a bunch of bytes, given that dir_port is not widely used today anymore (just the directory authorities should still have them available).
