Some relays have running flag to false after switching to webtunnel

In the beginning I thought this was related to a bridgestrap syncing issue from rdsys ( tpo/anti-censorship/rdsys#199 (closed)) , but it seems even though this was resolved we are still marking the bridge as not running on onionoo
