Issues updating relays statuses

There have been reports of statuses not being correctly updated for relays and possibly bridges. This may be related to one of the following causes:

• Collector losing descriptors: the download pipeline may be dropping or failing to persist certain entries.

• Collector services scheduler misconfiguration: the new scheduler's polling intervals may need tuning.

• Onionoo instability: the issue could originate within Onionoo itself, independent of the data collection layer.
