Modify CollecTor configurations for op-ab

We are going to be using port 443 for the tgen server, which means we will no longer use port 443 for the web server. This will be moved to port 8443 instead.

This is waiting on legacy/trac#30633 (moved).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
