Wait until a tgen transfer finishes before starting a new one

From the discussion in https://gitlab.torproject.org/tpo/metrics/onionperf/-/issues/40018 it looks like we really want to avoid overlapping transfers for S61 experiments.

I will have a look at what we can do with tgen to achieve this.
