Create Onionperf release template

We had some back and forth during the last release (1.1) which indicates that we could benefit from some release template/check list. That list could contain (among other things) steps like:

1. Bump versions in all places (TODO: spell that one out) on dev
2. Add changelog entries
3. merge dev into master
4. tag a release, sign it, and push the tag
