Empty Atlas IPv6 Exit Policy Summary should show 'reject 1-65535'

Relay operators are confused when they say 'IPv6Exit 0' or 'reject6 *', and then Atlas displays 'none defined'.

It would be much clearer for Atlas to say 'reject 1-65535', because that's what a missing IPv6 exit policy summary means.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
