Show relay ownership verification

When using CIISS (see also #40008) it is possible to perform a bidirectional authentication between a relay and an operator and therefore show that an operator has a verified identity. This identity would be link to a domain name, with proof either being by proving control of DNSSEC or HTTPS private keys.

Onionoo should show when this has been configured correctly and verification can be performed, and should provide hints to operators when they have not configured it correctly. This should also serve to encourage relay operators to implement the proof system, to gain "verified" status.
