Show general overload on relay search only if it happened during the last 18 hours

Similar to tpo/network-health/helper-scripts#17 (closed) we want to show overload on relay search only if it happened during the last 18h.

I think the trick here is that we want to fix this ticket without Onionoo discarding overload which happened more than 18h ago. My gut feeling is that Onionoo should match what the descriptors are saying and we need to adapt reality to the 18h constraint somewhere else.

We can use the overload general time stamp field and only display the status if the timestamp is newer than 18 hours.

We can do it within the JavaScript that we use in relay search.
