Make Weather tweet about relay uptime, pushed bandwidth, etc.

The following idea was suggested by hellais on legacy/trac#6326 (moved) and IMO deserves its own ticket:

"We could [...] include support for twitter in Tor Weather to tweet messages to operators containing the uptime of their relay, how much bandwidth they have pushed, etc.

This would probably make people more happy of running Tor relay as they would also have some sort of way to show it to their social circles.

I have registered the twitter account @TorRelay if anybody thinks it would be of use for this project."

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
