Make the bandwidth graph more configurable

We consolidated this graph into the bandwidth flags graph, but some were using this to more cleanly represent the advertised bandwidth/consumed bandwidth of the network, in a way that is also legible on slides from a distance or on a small screen.

We should be able to use the same CSV as the bandwidth flags and just write some R to make the plot differently.
