Go over metrics-lib website and fix content/outdated links

I was reading up on metrics-lib and encountered e.g. a bunch of links we should update on https://metrics.torproject.org/metrics-lib.html (like releases still pointing to DescripTor (https://dist.torproject.org/descriptor/?C=M;O=D=) etc.).
