Fix timeline links on website

As reported by @linus https://metrics.torproject.org/userstats-bridge-transport.html links to https://gitlab.torproject.org/tpo/metrics/timeline but should link to https://gitlab.torproject.org/tpo/network-health/metrics/timeline instead.
