Update and improve frac calculation documentation on reproducible-metrics website

@dcf noted a while back in a thread on tor-dev@ that our frac calculation is both hard to understand and wrong as stated on our reproducible-metrics website. We should fix both. FWIW: I think this would be a valuable thing to do during our documentation hackweek later this year in November.
