Add KeyValues in the Bandwidth File that are not used but present in sbws

The Bandwidth File 1.5 and sbws still include the following KeyValues recent_measurements_excluded_few_count, recent_measurements_excluded_near_count and recent_measurements_excluded_old_count in the header, even if sbws stop updating them. We should include them in onbasca to pair it with sbws. Each relay also includes master_key_ed25519 even if it hasn't been used for the code logic.
