Modify the bridge scanner API to include the ratio in the response

At the moment we're modifying the API to be exactly the same as bridgestrap at #136 (closed), at some point the API should also reply with the ratio, as commented at tpo/anti-censorship/rdsys#143 (comment 2871536).
