It would be nice to have a tool that reports issues based on the bandwidth files key/values. For example, if a relay has been seen in less consensuses that it's known it was. Or to report issues similar to the ones mentioned in legacy/trac#29954 child tickets. This tool could contain legacy/trac#30735
