Measure exits as non-exits with 50% probability

If an exit can't be measured as an exit for any reason, we still want to measure it.

If we choose to measure exits as non-exits with 50% probability, then non-working exits will still get measured.

This might be a bad thing: maybe we want exits that don't work as exits to have low bandwidths.
