Run tool to detect which relays are not scanned in a stable vm

We can have an stable vm to run https://gitlab.torproject.org/juga/bwauthealth, which needs a lot of hard disk.

With that we could find which relays are not being measured and compare with results obtained months ago with the latest ones.
