Check tox dependencies for python 3.10

As commentd in !76 (comment 2729379): typed-ast, required by black, needs python debugging symbols, and libpython3.10-dev is not included in the docker python:3.10-rc-buster nor there's an official version (see https://gitlab.torproject.org/juga/sbws/-/jobs/15617#L375).`
