Investigate why maatuska has (by far) the least amount of measured relays, yet reports a high total consensus weight

Ever since maatuska's bwauth had issues since the end of march it never got back to the same amount of measured relays. Yet, the reported total consensus weights are still in the top half of all bandwidth authorities. We should double-check that both makes sense.
