When an exit fail to exit, check `bwscanner_cc` and `FlowCtrl` before using other exits

This is similar to #40136 (closed), but we also had the corner case in which we retry to measure an exit as entry when it fails to exit and currently we aren't not selecting other exits that check these CC cases.
