Adapt bwscanner chutney data to chutney last changes or remove it from this repo

as @jnewsome spotted, copying the chutney torrc templates in this line https://gitlab.torproject.org/tpo/network-health/sbws/-/blob/c2ead58ec8dc4f0eaa7c9f530393d4766e839d09/tests/integration/start_chutney.sh#L11 is not doing anything, since templates have been move to python modules.

Probably we can just remove chutney data from this repo as the differences with the bwscanner data in chutney are minimal, if any, just need to check.
