Stop disabling destination web servers?

We tried to fix the code disabling destination web servers in several issues (should link them here), but last changes to the production upload server made maatuska to re-try contacting the server every 1, 3h without that making the destination to be enabled again.

Maybe it's better to just don't disable destinations and get a bunch of relays failed measurements than having to manually restart sbws. I guess i'll look into that
