[Bridge campaign] Set up grafana dashboard to monitor new bridges

Soon the Community team will launch a 'run a bridge' campaign. As we want to achieve the goal of getting new 200 obfs4 bridges, I would like to have a grafana dashboard to monitor the campaign.

The dashboard must have:

A counter showing how many new obfs4 bridges joined the network after the campaign launch.
Table: list all new bridges that joined the network after the campaign launch: Nickname, Platform, First Seen, Running, Advertised BW, Hashed FP.
Table: list of non-obfs4 bridges that joined the network after the campaign launch.
Table: offline bridges (first seen on 2021-11-15): Nickname, Downtime, Hashed FP.

Any other ideas?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
