Collect network health related incidents in Q4 2021 with potential performance impacts
End of January 2022 we have the Q4 report due for sponsor 61 and they requested to collect potentially performance-impacting incidents. This ticket is for tracking that task, which is actually two-fold:
- We need to look over network health data to gather the potential incidents.
- We need to look at metrics data we are concerned about for any incident coming up under 1.
