Triage bandwidth scanner tickets

We have now three projects dealing with bandwidth scanners

• Torflow (obsolete)
• sbws (mainly in maintenance mode)
• onbasca (the new shiny thing)

We should triage Torflow so we get interesting bandwidth measurement ideas moved over to onbasca and then close out all the remaining Torflow code related tickets. We should triage sbws to make sure the remaining tickets are for the maintenance mode tasks while all the features move over to onbasca. And, finally, we should triage onbasca so we have our priorities straight.
