Remove bridges still running EOL Tor 0.4.x versions

I talked about that with @gus a while back and I think we agree that we should remove those bridges from the network that run an EOL 0.4.x Tor version. That's similar to #56 (closed) where we at the end only removed public relays with those versions (but we asked bridge operators, too, while working on that ticket).
