Think about a set of bwauth/sbws-health-checks

We have a set of scripts to check for consensus-health issues both to spot bugs and help diagnose issues on Directory Authorities.

We could have the same for bandwidth authorities/sbws. We might want to split this ticket as there is no sbws equivalent on the Directory Authorities side (that is: no complex code base that is executed in addition to"just" run the servers).

I'll start with collecting test ideas for sbws functioning properly (as that is what sparked this ticket) but I am fine if we want to add bwauth test ideas here, too. Once we implement either of those we want to have (an) own repo(s) anyway.
