Write DoS update to tor-relays@ mailing list

We updated our status page explaining the current DoS situation. In the previous update there we linked to a tor-relays@ mail having more details and potentially upcoming mitigations. We should write a similar mail this time to tor-relays@ and link to it from our status page for folks interested in more details than a status page can provide.
