Deal with bridges with exit flag

Every now and then I see some (mis)configured relays/bridges with the "exit" flag. At the Expectation for Relay Operators document, we say: "Running a bridge and a public relay using the same IP address is discouraged as censored users won't be able to connect to the network." - https://gitlab.torproject.org/tpo/community/team/-/wikis/Expectations-for-Relay-Operators Right now, it's a small issue - https://metrics.torproject.org/rs.html#search/type:bridge%20flag:exit. But nowadays I think we should treat this case as a bad relay, so the process would be something like this:

• try to contact the operator and ask them to fix the issue
• if they don't fix it, ask dir auths to block them

If folks agree with this, I will update the docs.
