'Running' flag for counting bridges and network size

Rdsys is ignoring 'running' flag[1] and some operators are stopping to expose their ORPort[2]. It means that more bridges will appear as offline in Metrics website, while they are perfect fine and being distributed.

I wonder if this will affect the number of bridges that are being counted: https://metrics.torproject.org/networksize.html

From Reproducible metrics:

Relay flags: Parse relay flag from the "s" line. If there is no "Running" flag, skip this entry. This ensures that we only consider running bridges.
