Make our Gitlab the official stem place

I talked a bit to @atagar and he thinks now (as well) that we should move the official stem presence should (have been) Gitlab: https://github.com/torproject/stem/issues/154#issuecomment-2364754845. I guess we could think about whether we want to finally ramp up the stem presence at Gitlab.
