Rewrite non-malicious bad relay criteria to take non-exit nodes into account

Right now we focus our non-malicious bad relay criteria on exit relays.

However,

Any other criteria that would give a safe but not fully functional experience for Tor users

clearly applies to non-exit nodes, too. Thus, we should rewrite the respective section taking both relay types into account.
