Map out possible plans for quantifying and improving our trust in relays/operators

The bad-relay area among others would benefit greatly by being able to have some trust-metric for our relay operators. We should come up with possible plans for quantifying and improving our trust in relays/operators over time.

Related here are at least #42 and tpo/network-health/metrics/relay-search#40001. There are several email threads as well discussing this topic for potential proposals and related to work done by external researchers.
