Provide tooling support to the "websites blocking Tor" advocacy

We have a current Google Summer of Code (GSoC) project which is enhancing the CAPTCHA-Monitor @woswos developed under GSoC 2020 and which is tracking and classifying CAPTCHAs or outright breakage when Tor Browser users are trying to access websites.

We could (and should at some point) leverage that tool to help a) determining which exit nodes are affected from website blocking and b) assessing whether website's really fixed the issue after they claim it's gone.
