Come up with criteria for extending our bad-relay tools to bridges

Bridges are relays, too, but we don't monitor any of them for potential bad activity yet. While I think, in general, the bad relay criteria in our wiki apply to bridges, too, (where it makes sense, of course) we might want to take the difference to public relays into account. We should come up with a set of things to look for in this ticket and then I can file follow-up tickets in the respective projects given that we have different tools for different purposes.
