In an open network like the Tor network it is possible that malicious actors join as well to snoop on users or exploit them. The network-health team is taking measures to dectect and prevent those malicious efforts and is informing directory authorities about bad relays they should take action on.
While we strive for transparancy at the Tor Project, hunting bad relays is one of the few areas where we are in need to find a balance between secrecy and openness.
